The fifth congress of the Kichwa people of Sarayaku declares against the threat to sovereignty, territorial rights and renewable and non-renewable natural resources within the territories of the peoples and nationalities of the center and south of the Amazon.

The V Congress of the Kichwa People of Sarayaku, in the face of the Natural Resource Extraction Policy that the National Government intends to develop, in the exploration and exploitation of non-renewable natural resources such as Oil, which is defined in the new oil round that will take place in June and October 2011, the same that directly affects the territories of the indigenous peoples Canelos, Pakayaku, Sarayaku, Boberas and Achuar, Andoas, Shiwiar, Zaparo and Kichwa Nationalities, after an in-depth analysis of the issue solve the following.
1. The 135,000 hectares of the Territory of the Original Kichwa People of Sarayaku are declared an oil, mining, logging, and bioprospecting exclusion zone.
2. The collective territories, not yet affected by industrial projects, must be declared and considered oil, mining, forestry and bio-prospecting exclusion zones. This adoption consists of them being declared Living Forests, Sacred Territory, Biodiversity and Cultural Heritage of the Peoples and Nationalities in Ecuador.
3. The Original Kichwa People of Sarayaku, as an alternative to oil, mining, logging and bio-prospecting exploration and exploitation of biodiversity resources, will present, manage and consolidate, among the peoples and nationalities that defend life, the project called Sacred Territory , Biodiversity and Cultural Heritage, Kawsak Sacha -Living Jungle-, Border of Life, at the local, provincial, regional and international level.
4. The people of Sarayaku, as their own planning and development strategy, are in full exercise and application of their "Sumak Kawsay" life plan, any program of exploration and exploitation of non-renewable natural resources implemented by the Government of the Eco in turn. 5. The People of Sarayaku, as its history is deciphered by the Pueblo de Medio Día, will defend its full right without betraying the dignity of life and its rights enshrined in the constitution and international regulations.
6. The Original Kichwa People of Sarayaku reject the tenth round of the expansion of the oil frontier initiated by the government of the Republic of Ecuador, in the center-south of the Ecuadorian Amazon, because it violates the law of Nature established in the constitution.
7. The Original Kichwa People of Sarayaku declare themselves in a state of emergency to safeguard their collective, cultural and human rights promoted in the constitution and the rights of nature.
8. The people of Sarayaku reject all external and governmental pretensions that try to break the unity of their people.
9. Faced with the expansion of block 10 delivered to the AGIP oil company (Italian), we express that it violates collective rights and the constitution of the Republic of Ecuador and international instruments, for which we ask that this unilateral decision be annulled of the government.
10. The Original Kichwa People of Sarayaku summons the brothers of the peoples and nationalities to unite in the alliance of Amazonian peoples in resistance for life, to maintain unity among brothers, save and defend life against development programs and policies extractivist that implements the current government of the Eco. Rafael Correa.
11. Within the framework of the declarations of the United Nations, the ILO and other instances that recognize indigenous peoples, their right to free self-determination is respected.
12. Propose to state agencies and institutions, UNESCO, the UN and public policies to make substantial efforts to achieve a new economic era, not a predator of nature, a model that respects life in harmony with nature, Living Forest.
The Original Kichwa People of Sarayaku, under this declaration, propose their own development based on their visionary principles of Sumak Kawsay (life in harmony), Sumak Allpa (fertile land without evil), Sacha Runa Yachay (wisdom and ancestral knowledge) for life when the other towns will succumb prophecies of the Tayak, the last men of the river of corn.
